Meaning of IP network stack support

Hi,
Can someone please explain what is meant by providing support for IP network stack?

I know the details of the OSI model and the importance of each layer in a data communication system.
What I want to know is what does someone mean when they say that a particular hardware or piece of software provides support for the IP stack.

For example, "Contiki provides a full IP network stack, with standard IP protocols such as UDP, TCP, and HTTP..."
or a certain SoC (System-On-Chip) provides a full IP network stack support...
