can we configure low pass and high pass filter as inverting configuration using opamp? why? why not? please help..

Of course, you can.
For example using the multi-feeedback topology (MFB). Try to start an internet search.
 

yes its possible,i believe just read the passive filters first,the opamp is basically a mere combination of that,now suppose if an RC combination provides a phase shift of 90 degrees so a combination of 2 of such pole(RC combination) will provide a phase shift of 180 degree,i.e it will invert the signal. you can easily find the solution to your query in Sedras. pdfs are available at google easily.

Yes - theoretically for infinite frequencies.
