Loopback + serial Communication

Just a query,

If we are plugging a loopback connector to the end of the serial port in our pc, could we write a program that allows us to send and recieve information via this ports?

Would the information that is sent from the THR of the serial port end up in the RBR of the same port?

Connect the receive line with send line.
Loopback is generally used to test the serial communication port during debugging and testing stage.
