Looking for PCB-3 in pdf and Protel formats

Is anybody has PCB in Protel 99, Eagle oe something else except PDF files.
I need also doublesided PCB for PCB-3b version

I'd be interested in this as well. Not sure what the european fascination with pdf files is, but I find them to be next to useless when I need to make a board.
