you'd be surprised by how small the chip can be, I have one where the controller IC is 1x4 mm. But that is a relatively simple controller.
I tihnk the only real option would be to look at the circuit it came from. if its an odometer, it was probably only showing numbers. But how many digits I don't know.
I would say just probe it with 2v. Start off with 2v at say 1ma. Gnd to one pin and then sequentially connect VCC to all the others. If nothing happens, up the voltage. You are bound to get something, like a few segments on, or a 'test pattern' (if it is an COG).
I'm afraid it is virtualy impossible to autoatically know anything about it unless there is a part number on it.
