Looking for a simple Microcontroller GSM modem design

simple gsm modem

I'm looking for an engineer to build device that can:

- periodically measure the output of solar panel (in watts)
- send the measured value via SMS msg to an SMS enabled phone / gateway

I'm not looking for a PCB design rather a prototype device to be built with existing OEM parts (ie a Watt Transducer, Microcontroller and GSM Modem) or whatever design you deem best.

I'm happy to pay market rate for this work, and look forward to discussing next steps.
