Is there a way to jam cars who leave there car windows open and blast the whole neighborhhood and streets with ear blasting CD music. I havwe had it. I am going crazy. Cell phones abuse in a different case altogether.

start by learning the basics of RF electronics, and electronics in general. a GSM jammer is a serious RF project, not something a beginner could design
