You could try some sort of vibrating transducer, its impedance would change when it is covered in ash! Or if you have an organ pipe pointing downwards into the tank with the top end driven by a small loudspeaker. The impedance of the loudspeaker would change when the bottom end of the pipe was covered in ash.
