LED voltmeter schematic needed

Hello, I need a simple to make LED based (not 7-segment) voltmeter to monitor the voltage of a variable supply.
I have found this circuit

How could I transform it in order to achieve greater resolution? (zeners are of standard values)

Instead relays you can use leds.
