Which software is used to draw the layout of a simple circuit whose transistors are based on carbon Nanotubes? (16nm

Any layout software. Just the right PDK for this technology is needed - from a fab/foundry, which supports such a process.
 

As with any technology, you're best off going to the foundry
and finding out what platform their internal design support
uses. Anything else will be a lagging copy at best and probably
this is not good for a technology that's in some "development
flux".

Now, you may not like the answer you get, especially its
expense. But at least you will know the "right answer" and
can then make a rational decision, rather than taking Web
Advice in a vacuum.
