how to calculate pad length for SMD

as far as i know you can use the pad length specified
recommended land pattern in the datasheet of the specific component.
if there is only component dimensions give 20 mil oversize for the specified length of pad

You can follow each 10 mil oversize for both toe and hell.
So that the actual pad mounts in the center of the land.

Look into IPC-3751-B. It comes with a tool that automatically calculates the requirement according to your producibility level.

Second the use of IPC-7351, you cannot use a signle size fro oversizing a pad.
