is there any virtual USART device like Virtual GSM modem,virtual bluetooth module,virtual GPS devices that can be interfaced with proteus ?

Can you explain,what you actually mean,when you say "virtual" device?
 

Just interface the GSM/GPRS or GPS device to USB port of PC and in Proteus use COMPIM. With this setup you can simulate GSM/GPRS, GPS, RFID projects.
 

without buying a gsm/gprs modem, i need a virtual(software) simulation to link with proteus
