Is there a standard for power pins in ICs families ?

Which families of integrated circuits have a standard (+) power at pin 14 and (-) at pin 7 ?
Or there is no such 'family' rule ? Is there any documentation that mandated such standard to manufacturers ?
 

There used to be "mostly" common pinouts in the
74xx / 54xx logic, where Gnd was the lower left
(7, 8, 10) and Vcc was the upper right (14, 16, 20)
but I recall seeing some that put the supply pins
at the center of each side (not common, but once
or twice).

8-pin DIP op amps often followed a similar scheme
but again, occasional "sports".

I think the scheme developed "organically" back in
the primordial DTL ooze, and newcomers had no
real choice but to fall in line (or no socket-stealing
for you, Mr. Upstart).
