That is a low cost self-oscillating driver, it has no provision for output regulation. Where applications need a stable output it would have a regulator after the output rectifiers.
Yes thats right, as well as what Betwixt says, there is no output inductor so your shown cct is only for low power.
If you want to do a regulated half bridge then there are some controllers from the old natsemi.com which do it.
Remember you cant do half bridge with current mode control .......though current mode control with significant added slope ramp can work.
