i Read somewhere that inverting regulators like buck-boost converter are noisy....can any one provide explanation for this????

They operate at high frequency (in several KHz) , and uses some magnetic elements like ferrite core, so EMI would be an obvious issue , but this issue can be mostly addressed if the proper layout routing rules are followed , like shorter and wider traces, avoiding right angle traces etc
Use of Decoupling capacitors on Vcc pin of IC is also a good practice
