Intersil HIP4081 output pwm allways full on

Hi, I am having an issue with this driver the output does not respond at the input pwm.
I am feeding a 20khz PWM and varying the Duty Cycle from 100% to 30% and the output motor stays at full speed all the time.
what can cause the output not follow the input.
