circuit conversion

Is there a software that would automate conversion of integrated circuit to discrete circuit?
For example if I have some old, more or less simple in terms of functionality IC that is not manufactured anymore and I want to make a replacement for it, the program would let me type in the functions and properties of IC and then it would generate discrete circuit board layout - is there program like this?

discrete circuit

I would be very surprised if this worked out for you,
even if you were able to get realistic input "decks".

Particularly in analog, intrinsic device matching is a
key design dependency which will not be met using
grab-bag discrete transistors. You would need to see
the matching relation and call out your "discretes" as
matched-pair or matched-quad parts.
