input signal modification

I'm having a input either in high state or oscillating can someone please give some idea how to convert these 2 states in either high or low output state(as shown in attached figure) by using some simple method(components).

Assuming the duty cycle of the oscillation does not varying, and the amplitudes of the two signals are equal, than you should be able to use a capacitor, a comparator, and a couple of resistors. Set the reference to the comparator higher than the average voltage of the oscillation.

 

If it is a slow application where speed and switching delay are not issues then using a RC constant with a diode in parallel with the R can be used. Optional gate can clean up slow edges.
