To submit a patent application, does the sequence of the inventors make any difference? I know for a paper, the first author or second author has a major difference.

Well, I know the number of inventors has an impact. Back when I managed a group, I would "spread the wealth around" by including the maximum number of engineers (4) the company would allow for patent applications. I recently got dinged by some academic chowderheads reviewing an SBIR proposal, with them saying that I had no "individual" patents, only group patents!

So, no good deed goes unpunished!
