I want to plot simulated and measured results of an antenna on same graph x axis freq and y axis return loss

Just put all the data in the graphing software, for example, MS excel, Origin, and plot it.
I think all the simulation software and all sort of network analyzer have an option to export S11 data numerically.
 
on the program you used to simulate the antenna, there is probably a way for it to also plot S2P files as a circuit element. So measure your antenna, save the data in an .S2P file, go to your simulaton program, and plot both the sim and measured on the same graph.
