For Atmel Microcontroller, it depends on what series, 8051 or AVR, for the 8051 series of Atmel you can search the board, there are lots of topics about it. For the AVR, if you want to purchase one, PM me.

For the PIC16F series, search the board also.

avrdude pgmer cost zero. Just connect to parallel port no external supply
