Visio is not free. :(

Also, for Visio 2000, professional version doesn't have EE library to draw circuit, technical version is needed for circuit drawing. Visio 2002 professional version has EE library. :)

Although Microsoft Office is not free, most of us have it installed on Windows system. For basic diagram drawing and flowchart, we can make with powerpoint.

If you use LINUX there are many possibilities.
I use Xcircuit, that is oriented at schematics drawing, but can also be used for block diagrams.
