I have a problem about Jrunner and JTAG?

I hava a problem about Jrunner.
I want to use Jrunner ,and I can let data put into boundary scan cell by "SAMPLE" function.
Now I want let data can go into logic and sample the output data.
But , no "INTEST" instruction in my @ltera device. Can Jrunner use "INSTSET" ? So what can I do ? Let data can from cell to logic?
