HT12E encoder and DPDT

I am making wireless robot using HT12E encoder and HT12D decoder and DPDT. My circuit is as in attached fig. Is my circuit right? In data-sheet diodes are connected with reset switch, is it necessary to connect diodes? If yes then how they will be connected when using dpdt?

When I am checking volatage at Dout it is 0.0v always. I also checked by connecting Dout of ht12e to Din of ht12d in receiver circuit, but no decoding takes place.

Please help me.
