I try to set initial condition(.ic) for my hspice simulation but nothing happen.

I have try using .nodeset, also not working. any advice.

.ic v(xlab.x1401b.xle0.xlecram0.xr120.n1) = 0

Have you included the UIC option to the TRAN statement ("use initial conditions")?

Nodeset is different and the voltages will be released BEFORE the initial bias point calculation. While that can force a bistable circuit into a particular state it does not influence the bias point calculation in the same way.
