How to use the downloaded standard cell libraries?

From si2.org I had downloaded the 45nm standard cell libraries. I want to take a graphical look into all the item including schematic.
I trying to use galaxy custom designer but i couldn't find a way to add the downloaded libraries and start from there.

Am i using the right tool? What is the best tool I can start with? I need to design (starting with CMOS inverter) using the standard cell libraries.
 

It seems to me you want to do custom design, and for that most people would use virtuoso. You need to do some form of library import into the tool. This can be done by streaming in a GDS file.
