the purpose of having a relay, is to check the voltage of the battery. is ADC needed? please help
 

You give some clues about what you are asking and we will try to help.

What relay?
What does it do?
How is it connected?
What battery?
What voltage?
What voltage limits are you checking?
What response time?

I'm afraid at the moment your question is like "what does a knob do?". Relays have many uses, as do microcontrollers and ADCs, what they do in your application deends upon it's design and you told us nothing at all about that.
