How to use buffer to store a particular bit in a stream?

buffer

AS the buffer can be read and write to architecture, can someone let me know how to use a buffer to store a particular bit inside a data stream?
When i refer to reference, it has limited examples and it only show to store the whole data stream. What i am working for is to store a range of bits among data stream(bit 3 to bit 14).
