how to transmit string of characters using RF communication

Hello sir,
I am new to embedded field, doing a project on data transmission using RF. In this project HT640 encoder & HT648 decoder IC's are used. Problem facing is with time synchronisation. i am using 434 MHz Tx & Rx. whether i want to ground the TE pin or it is control by the controller ? Please help me
 

pls. try RF Tx,Rx, module with TXD, RXD(serial comm.) with slow boud rate.
