How to test Hybrid Couplers using VNA

Hi,

Thanks all in advance. I am currently using a hybrid coupler (X3C21P1-03S) and I am trying to identify possible bad return loss when the output load is not so great (S11 of 5dB).

I was originally going to terminate one input, and observe changes on the other input using a VNA when the output port is switched from a 50 ohm load into an open or a short, but I was told that since this is a hybrid coupler, I would not see the real return loss value, and I would have to perform a 3-port measurement. Can someone help me understand what the proper way of testing a hybrid coupler is and why?
