How to test GPS module Royaltek REB 1315S4

I bought a new Royaltek REB 1315S4 GPS module.
When I connect it to the serial port at the specified baud rate of 9600 it starts giving data.
Even after waiting for long time the position data is not present in GGA. Date and time in RMC are there.
$GPGGA,094253.779,,,,,0,00,,,M,0.0,M,,0000*56
$GPRMC,094253.779,V,,,,,,,170215,,,N*4D

Is there any thing like configuring GPS module ?

Can any on help what is going wrong.

It is connected to computer via RS232 serial port.
It is getting data.
But the problem is that it does not containd longitude latitude information in the GGA line as shown above.
My problem is that:
1. does the GPS module need configuration.
2. Is it working properly but I am not able to use it.
3. else what is going wrong.
Please advise

New issue:
after some time when I tried the same there is no input from the GPS module.
No response no NMEA lines.

The link doesn't seem to refer to specific information. I guess the UID is a temporary tag, or only valid for a specific user.

First item to look on: number of satellits in view.
00 most likely means:
- antenna connection not working, e.g. active antenna without power supply etc.
- a place without any sky visibility

I checked those two, antenna and climate visibility it is clear.
There are two LED's
On glows continuously, must be power.
The other one comes initially for a second and goes.
