How to measure VIH at normal range 2.5V CMOS(JESD80,JESD8-5)

Hi,

I'd like to know how to measure VIH level at 2.5V CMOS device.
I have two document - JESD80, JESD8-5 downloaded from JEDEC.

That is saying VIH (min) = 1.7V at the normal range of 2.3V ~ 2.7V.
Does that mean,
should VIH (min) have 1.7V for both the full range like 2.3V, 2.5V, and 2.7V ?
or, 1.7V for 2.3V only ?

If you are running your spice simulation.. then you can sweep your input DC voltage from 0 to VDD and then check at what input voltage the output changes to High..

VIH is basically the min input voltage at your input pin that can cause a High at the output pin. But ensure if you hav multiple input pins..you should tie the rest of the pins to respective voltage values such that they aid a transition at the required input pin to create a change in output pin..
