Among others technique the most common is using a
resonator. If you can cut or mould the material
would be easier. The most common resonator are
stripline, waveguide or just plain capacitor(put your
material betwwen two electrodes and measure the
resonance frequency)
What kind of resonator is the easiest for me to design?
Should I measure which parameter by VNA ?
Finally , how to calculate the Er ?
Any reference I can study ~
1. search IEEE xplore for dielectric measurements - you get lots of different techniques including correction methods
2. If you are looking for a book, Microwave electronics (John Wiley) will tell you all about it.

Hope this is useful.

The Substrate Measurement System of AC Microwave is a specialized test fixture for use with a network analyer to measure permittivity and loss factor of planar dielectric samples. It applies the ring-resonator technique and uses electromagnetics-based post-processing. More info is available here: www.linmic.com/sms.htm
