How to make Usb to TTL converter

TTL? this is a difference of type and system. USB is a serial communication system, TTL is just logic.
What are you trying to achieve? There are USB to TTL conversion chips that will interface with a serial input on a PIC or similar.
Try looking at the FTDI website for these.
