How to make a stable Vref - ADC0804

Hello,

I have ADC0804, and I need +0.250v at the vref pin.
I used 100k potentiometer, but the voltage is not stable, and goes around 0.230v-0.300v - and I need 0.250-0.260

what can I do to make it stable.

It needs a 5V reference (Vcc) or 2.5V fed in to Vref/2. You cannot use 0.25V.

may be using a voltage reference ic for 2.5 V ??like ADR391ART-REEL7CT-ND,, it has got ±0.24% tolerance ????
