How to implement the fm decoding with a phase estimation ?

HF fsk demod

Hi, there some matlab code tu demodulate Fsk signal (received on Hf band), so i am looking for a robust algorithm, with baudrate tracking and so on...
the signal have 450 hz deviation and 200 baud...
Some other question:
how implement the fm decoding with a phase estimation(time domain) or performing an fft and detecting the 2 frequency components?
In the second way i could have some problem because of the fft lengh (the audio is sampled at 8000 Hz, to evaluate the frequency components with a good resolution i can use a 512 lengt fft, but so the time resolution will be low.... probably fft is good only to estimate frequency value and baudrate, to demodulate the signal i shoud use some other tecnique....?!
I also have to implement some baud tracking, early-late gate?? PLL?? Helpme!
