How to convert voltage which is not constant, for example, 15v to 30v to constant 15v with out using the voltage regulator........Can MOSFETs be used for this purpose????

Making constant means regulation ! so a regulator is required !

If you need constant voltage a simple mosfet without any feedback can't be used !
