how to generate a bitmap like this

I borrowed this bitmap from www.ulrichradig.de/index.html of project my scope
using avr to generate scope picture to pc . I want to use another bitmap like his bitmap but have no ideas, can someone help me ??

First decide picture size.
then send each pixel as integer to PC.
use vb.net or C# to convert this data into PICTURE

Note/hint:
In .net u can represent a color as integer and u can also write/change pixel info (integer frm MC).
