How to enhance the RCS of dielectric resonator?

NOW I have some probelm about enhancing the RCS of dielectric resonator.
some people say that it can reach +30dbsm(22mm*20mm*5.68mm),but I only reach -13.5dbsm,how can i do?
help me?
