EMI simulation

I'm trying to simulate conducted emission in 3-phase water heater. Can you advise what program to use and how to start with it?
How accurate the simulation can be. Is it make any sens to simulate. Maybe i should rather measure (but how to do this without equipment)?

has a water heater simulation example, not exactly what you want but it might help.
