how to determine the value of the power supply for a chip

Hi, all

for a receiver chip, which matters will affect the choose of the power supply, for example, we use 3.3V single power supply with 0.35um CMOS process, but in some papers, they will use 1.8V for the same process, so how many things determine the power supply for a chip?

from my experience.
generally,
3.3v power supply ---0.35um process
1.8v power supply----0.18um process
