How to design an AC to AC converter?

Most circuit around are for ac to dc circuit..
how could i design an ac to ac circiut? mostly appliances are 110 volts, but we are using 220, anyone who has mastered the art of powersupply? :D kindly help me..
considiring a lowcost implementation, and im not considering efficiency either..

hi, please describe yr problem detail.just use transformer 1:2 ratio of that rated voltage. thanks....arif rahman
