how to create plib from GDSII file

Hi,

I have a custom layout design in cadence,
Then I extract the gdsII file from cadence.

Now I want to create a reference library and convert this gdsII file into a CEL view also a FRAM view under this library.

Also I need to create a plib based on this gesII file.

Can anybody tell me the flow?
I am brandly new with synopsys tool.
