Maxim have a chip for bridging SPI to uart(RS232) called MAX3100

Search google for max3100 for PDF data sheet

But OP wants RS-232 to SPI , not a SPI based Uart.

Just choose your favorite AVR or PIC uC , and write a little program for doing it
