how to control 12 DC motors with a single ATmega16a microcontroller?

I need to control the velocity of 12 DC motors with a single ATmega16a microcontroller, which has only 3 external interrupt pins. All the motors are connected to encoders which provides interrupt signals to the microcontroller.
