how to connect this circuit ?

It looks like a power supply, next to the transformer there seems to be a terminal strip (top right), I would think that the mains goes in here. Check that the terminals are connected directly to the transformer.
As for the other terminal strips, without knowing whatn the device is meant to do, it is not possible to make even a guess.

The green blocks have holes where wires are inserted, then tightened by the screws. (I don't suppose that's news.)

I cannot tell which green block is input and which is output. The upper left has what looks like plus and minus signs, with what might be 0V gnd in between. This suggests a bipolar DC supply. It may be input or output.
