Hello i want to connect a high speed crystal to a single ended clock input like 74HC299 or 74HC165. but i am confused how i could do this.

The topology is fully applicable to a wide range of crystals, including 12MHz.
Perhaps some fine adjustment will be required on decoupling capacitors and series resistor, but essentially will work.

if u are interfacing this chip with controller then u don't require any additional circuit just toggle pin to this chip and toggle it in controller and u can easily change any freq. as u want.

Please explain. better with diagram.

connect any GPIO of controller with IC for that you require clock. now use any timer with interrupt and in ISR toggle that pin which is connected slave IC. means your isr routine should llok like as

void isr()
{
slave_ic =~ slave_ic;
}

this will depend upon frequency of timer.
