how to configure register?

inside a design,there is no embed CPU or microcontroller. how to configure register?
 

you need to develop a state machine for the same.
If you have a single register then you can just tie te pins on the board.

Please clarify what you mean by "configure".

You could put a CPU into the FPGA, although many FPGA projects don't do that.
