How to bring xcf flash into jtag chain in ML605

Hi
When i initialize the jtag chain, there are only xccace and xc6vlx240t in the chain. I want to program xcf128 flash. How should I bring the flash into chain? I checked S1 and S2 and I think they are correct. But the flash does not appear in the chain!
