How skew value and max insertion delays are calculated?

hi,
why skew should be minimal?
How skew value and max insertion delays are calculated which we can specify in the CTS specification file ?

Skew is the difference between the arrival times of clock to the clock pins of register
insertion delay:- The delay from clock definition point to clock pin of register
if skew is maximum then timing will not be met....,that is the reason why skew should be minimum

My question is we set these skew and insertion delay values in CTS specification file...
On what basis these two values decided ?

One more question ...

Which one is important either Global or local skew ? and why ?

We set these values depending on technology what we achieve.
Local Skew is important as it determines timing closure.
